The perfect party top, the Shandy Tie Neck top by Velvet features their new Satin Viscose fabric. It is certainly dressy enough to wear to the office, to that holiday party or a night out. The top has a tie neck that you can tie however you prefer. The shoulders are gathered and measure approximately 2 inches wide.
